JEFFERSON CITY — An online auto seller that temporarily lost its ability to conduct business in Illinois has been the subject of complaints in Missouri.

But, it is not clear whether Missouri regulators plan to take any action against Carvana, which has failed to get buyers their car titles in a timely manner.

“I can confirm we have received four complaints regarding Carvana,” said Anne Marie Moy, spokeswoman for the Missouri Department of Revenue. “That’s what I know at this point.”

In a response to the Post-Dispatch, Carvana said it has been a pioneer in the online car sales market, buying and selling over a million cars. The company said its customers have given it a 4.7 rating on a five star scale.

“That said, we remain firmly committed to continuous improvement and will stay hard at work making the best car buying and selling experience available even better,” spokeswoman Veronica Cardenas said.

In Illinois, a suburban Chicago judge ruled last week that Carvana can resume selling vehicles after the Secretary of State’s office took action to block the company from doing business in the state.

Henry Haupt, a spokesman for the Illinois Secretary of State, said the company failed to get buyers the titles for their vehicles. It also unlawfully issued buyers temporary vehicle registrations from another state and issued them without going through a licensed remitter.

It was the second time the Arizona-based company had been suspended in Illinois this year.

In May, state officials said they found some Carvana customers who have waited for four to six months for proof of ownership.

In December, the company also faced scrutiny in Florida after regulators also said the company failed to transfer the titles of some vehicles.

The judge’s ruling allows Carvana to sell vehicles in Illinois through Aug. 31. A hearing is scheduled at that time to discuss the next step for the state and the company.

The company, known for selling some of its cars out of towering vending machine-like displays, became a source of controversy in Chesterfield in 2018 when residents complained that the company’s facility would be an eyesore.

Months after the company sought permits to build the dealership, it withdrew their plans.

Moy said complaints received by Revenue officials are typically checked out.

“If the complaints are against a Missouri-based business, then the Department’s Criminal Investigation Bureau does conduct an investigation. If the complaints are against a business located in another state, those would need to be directed to the state where that business is located,” Moy said.
