A moderator replied with an initial response from the eBay shipping team:
"Both the shipping calculator and the listing flow are calculating accurate shipping rates and including the applicable USPS non-standard fees.
For calculated shipping, as long as the seller enters accurate dimensions and weight in the listing flow, buyers will see the accurate rate including any applicable USPS non-standard fees based on the buyer’s ship-to zip code when they view the listing.
The USPS non-standard fees are also applied accurately when purchasing eBay labels.
However, sellers who set flat-rate shipping or offer free shipping instead of using Calculated Shipping and who use the shipping-cost estimates eBay provides in the listing flow are in for a very costly surprise if they're unaware of the surcharge fees, since eBay doesn't include them there.
Sellers pointed out a flaw that eBay's shipping team initially disavowed but later confirmed, calling it a known problem it was working to resolve.
