The moderator returned on Friday with a follow-up response from the eBay shipping team: "Thank you for the clarification. This is a known issue and our team is working to resolve at this time." We would have expected to have heard more about surprise fees if it was impacting a significant number of people given how steep the fees are - a $15 surprise is hard to miss.
